PHLEGM v8 - Bootstrap log identity and transient ZIP lock - Checkpoint 34

Problem reproduced from Compiler-Compiler-Logs-2026-1007-2339-1730.zip:
- The external 3-script bootstrap reported Project: Compiler, Version: (blank) after
failing before reading the embedded installer manifest.
- The newest Developer Distribution ZIP could not be opened because another
Windows process held a transient exclusive file handle.

Changes:
- Bootstrap filenames remain project neutral (unchanged three-script interface).
- Embedded tools/Install-and-Compile.json continues to be the ONLY authoritative
source for build-time project/version selection and paths.
- For pre-manifest fatal diagnostics, infer project and version from the selected
Developer Distribution filename only; mark this identity unverified.
- Downloaded Developer ZIPs can have (1), (2), (1)(1), etc. before .zip;
strip those suffixes for diagnostic identity matching.
- If no matching archive is found, use Bootstrap-Compiler-Logs, never
  Compiler-Compiler-Logs.
- Retry 15 times (one second apart after the initial attempt) for transient
Windows sharing/lock violations during ZIP inspection and extraction.
- Never fall back to an older archive or hide a genuine malformed ZIP error.
- Final manifest includes Project identity source for troubleshooting.

Deployment:
1. Replace all three external bootstrap scripts with the companion
   Bootstrap-Archive-3-Script-Log-Fix-34 archive.
2. Place this Developer Distribution ZIP beside the three external scripts.
3. Close any Explorer ZIP viewers or archive utilities if a ZIP stays locked
longer than the retry window, then rerun the external bootstrap.

Verification:
- Source/bootstrap byte parity checked.
- ZIP structure and checksum checked.
- Runtime Windows PowerShell execution requires hands-on verification.
